The new municipal council intends to work to maintain and reinforce the competency and honesty of the administration of the city of Châteauguay.
In fact, an administration that seeks, encourages and promotes competency in all of the positions in the organization is an organization that believes first and foremost that its staff is the most important resource available for achieving the goals that the municipal council puts forward following the Châteauguay 2020 Summit.
IIt is also an organization that is aware that, if it does not guarantee efficiency, competency increases the chances of having people who are able to accomplish the best job possible, always at the service of the residents. The new municipal council also wishes to make the mechanisms of the public administration more efficient while encouraging the attraction and retention of talent for our municipality. It has already instructed the direction of the human resources department to consider, for a specialty or professional post, only those candidates that possess at least the academic training required. This is also why it encourages the continued education of the municipal personnel, each within their function, according to the allocated budgets.
A new organigram is being drawn-up. Two new divisions have already been created, including the sustainable development division and the communications division. Several actions are underway to ensure that the municipality better listens to the residents and improves access to municipal information including, among others a new Internet site, a new position of web-master, a new Intranet site for personnel, an infoletter system and a Web 2 site, focussed on online services for residents.
But competency does not go without honesty. The expertise and quality sought-after in the performance of the women and men who are employed by the municipality will impose an ethical behaviour never before required by previous administrations. The recent scandals in various projects involving public funds in Québec are striking examples of the need to ensure our residents that each dollar resulting from collected taxes are truly used for the administration and operations of the municipality. The values that the new council intends to adopt, following the consultations, will guide and require the council and the municipal personnel to conform without condition. The municipal council has also adopted certain measures in this area, including :
- the accountability of the municipality and its administration to the principles of the Law amending various legislative provisions mainly dealing with the process of awarding contracts for municipal organizations, L.Q. 2010, c. 1, including rules in order to better inform residents on the process of awarding contracts and the absence of collusion required of bidders ;
- other measures dealing most specifically with the members of the council and management will be adopted and made obligatory, by virtue of a proposed law on ethics and principles in municipal matters (PL 109), notably with regard to the conflicts of interest, favouritism, embezzlement other misconduct.
